This is called "short-rowing" you might want to youtube it and watch a couple videos if you haven't done this before. The stitch count of 60 means your total stitches that you should have if you counted all stitches (both needles). If your stitch count is off then perhaps you didn't decrease somewhere correctly. Also make sure you know what an SSK is, I get this question ALL the time if peoples stitch count is off because they don't know what an SSK is.
